Thomas Spisak-Mosher, Esq. is a public policy, communications, and advocacy professional with more than two decades of experience advising government leaders and guiding complex strategic initiatives. He currently serves as Deputy Director of External Affairs and a senior advisor to the Montgomery County Commissioners, working across departments on policy development, operational planning, and cross-sector collaboration for Pennsylvania’s 3rd largest county government. His career includes leadership roles in government affairs, labor, nonprofit strategy, and political operations, where he has drafted and advanced legislation, built partnerships with federal, state, and local officials, and managed diverse teams through organizational change.
Thomas’ work centers on strengthening public systems, expanding access to essential services, and designing outcome-driven programs that improve community well-being. His expertise includes legislative strategy, intergovernmental relations, financial and policy analysis, strategic communications, and stakeholder engagement. He brings a strong record of securing funding, fostering community partnerships, and supporting long-range planning efforts.
Thomas is admitted to the Pennsylvania and Oregon Bars and holds a J.D. from Temple University. He lives in Elkins Park with his family.
